The FY2025 Non-State Grant Program is officially open for applications, offering $50 million in funding to support capital infrastructure projects that serve a public purpose. Whether it’s a new health clinic, a revitalized community center, or an expanded airport terminal, this program is designed to empower local governments and nonprofits to create projects of lasting impact across the state.
A Proven Catalyst for Change
Launched in 2023 as part of Governor Tony Evers’ biennial budget, the Non-State Grant Program has already proven its value. In its first round, the program received over 250 applications and funded 50 community projects statewide, ranging from emergency response facilities to cultural centers. The enthusiasm and demand prompted continued support in the 2025–27 budget, ensuring another round of transformative investments.
Governor Evers emphasized the program’s reach: “From Hayward to Baraboo to Kenosha, we’ve seen the overwhelmingly positive impact of these grants. They’re helping us create jobs, improve lives, and strengthen communities in every corner of Wisconsin.”
What’s New in 2025
This year’s grant cycle introduces regional scoring, meaning applications will be evaluated within geographic groupings — such as Dane County, Milwaukee County, Southern, Northwestern, and Northeastern Wisconsin — rather than statewide competition. This change aims to ensure more equitable distribution and localized impact.
Key Program Details:
- Total Funding Available: $50 million
- Maximum Grant Award: $2 million per project
- Application Deadline: October 31, 2025
- Match Requirement: At least 50% of the total project cost must come from non-state sources
- Project Readiness: Must be construction-ready
- Ownership Clause: The state retains an ownership interest equal to the grant amount via a warranty deed and a 20-year land use restriction agreement.
Eligible Project Categories:
- Health & Wellness – Supporting projects that improve or maintain Wisconsin citizens’ access to quality, affordable health care. Projects in this category might include clinics, healthcare workforce support, and research facilities.
- Economic & Workforce Development – Projects that stimulate job growth and economic prosperity in Wisconsin. This encompasses initiatives to attract new business, expand existing businesses, invest in tourism-related endeavors, or provide workforce training and education. Education and child care-related projects would also fall into this category.
- Public Services – Essential public infrastructure and services such as emergency response facilities, community centers, and public libraries. These projects aim to improve the safety, well-being, and social connectivity of Wisconsin’s residents.
- Arts & Culture – In support of arts, history, and humanities in Wisconsin. Examples of projects in this category include constructing or revitalizing museums, theaters, libraries, historic landmarks, and various cultural establishments.
