MSA is pleased to welcome Bill Chang back to the role of senior project manager at the St. Paul, Minn., office.
Bill originally joined MSA in 2012, bringing with him a wealth of experience from BDM Consulting Engineers and Surveyors (BDM). He assumed the role of senior project manager and team leader in the St. Paul office, lending his knowledge of water and wastewater projects to the company. Mr. Chang specializes in all aspects of water and wastewater treatment, from planning and design through construction management and start-up. He is adept at applying innovative water and wastewater treatment technologies toward projects in order to help communities achieve their goals in an efficient and cost-effective manner.
“I started working with Bill Chang in 1992,” said Brian Miller, Minnesota regional vice president at MSA. “He is the most knowledgeable wastewater engineer that I have had the honor to work with in my career. I very much look forward to his return to the St. Paul office and the contributions he will continue to make to MSA.”
Bill earned a B.S. in civil engineering from the National Chen Kong University and an M.S. in environmental engineering from the University of Minnesota. He is a licensed professional engineer in Florida, North Dakota, Minnesota and Wisconsin—as well as a member of the American Water Works Association and the Water Environment Federation. Bill is a long-time Twin Cities resident.
