MSA announced today the promotion of seven accomplished professionals to the role of senior team leader within the firm. Each individual brings years of dedication and a strong demonstration of leadership and commitment to these new positions.

Gregg Borucki, PE, joined MSA in 2014, most recently serving as a team leader for the firm’s Public Works service line. Based in Baraboo, Wisconsin, he has over 33 years of professional experience in civil engineering, site development, municipal roadway design, and construction management. Gregg holds a bachelor’s degree in civil engineering from the University of Wisconsin-Milwaukee and is a licensed Professional Engineer in Wisconsin.
Brian Huibregtse, PE, PTOE, joined the organization in 2005 and has over 20 years of experience in the design and management of transportation and traffic engineering projects. Brian works from MSA’s Madison, Wisconsin, location where he has been serving as an engineering team leader for the firm’s Mobility service line. Brian earned a bachelor’s degree in civil engineering from the University of Wisconsin-Madison. He is a licensed Professional Engineer in both Minnesota and Wisconsin and a certified Professional Traffic Operations Engineer (PTOE).
Phil Kriesel joined MSA in 1992 and currently serves as a Public Works team leader in the firm’s Rhinelander, Wisconsin, location. Prior to his team leader role, Phil was a senior engineering technician at MSA for over 27 years, lending his talents to a variety of civil design pursuits including water main, sanitary sewer, storm sewer, urban street, highway, bridge, and site design projects. Phil holds an associate’s degree in civil engineering technology from Mid-State Technical College.
Brittney Mitchell works from the firm’s Baraboo, Wisconsin, location where she has been serving as a funding specialist and funding team leader within the Public Works service line. Since joining the organization in 2015, she has assisted clients with project management as well as funding consultation, acquisition, and administration, helping to secure financing to bring projects to fruition. Brittney earned a bachelor’s degree in marketing and business administration from the University of Wisconsin-Whitewater.
Pat Morrow, PE, joined MSA in 2003 and works from the firm’s Rhinelander location. Pat currently serves as a wastewater engineer and team leader for the company’s Water service line. In his 22-year tenure at MSA, Pat has provided wastewater facilities planning, design, and construction management services for a variety of municipal, industrial, and private-sector clients. Pat holds a master’s degree in environmental engineering from Michigan Technological University and a bachelor’s degree in environmental chemistry from Lake Superior State University. He is a licensed Professional Engineer in Wisconsin and a certified Wastewater Treatment Plant Operator.
Leah Rhodes, PE, has over 19 years of experience and serves as MSA’s bridge design team leader. She joined the firm in 2010 and provides project management and bridge design for a variety of transportation projects, specializing in the replacement and rehabilitation of bridge structures. Leah holds a master’s degree in structural engineering as well as a bachelor’s degree in civil engineering from Washington University in St. Louis, Missouri. She is a licensed Professional Engineer in Wisconsin, Iowa, Minnesota, and Michigan, and a member of MSA’s board of directors.
Andrew Skwor, PE, CPESC, joined MSA in 2001 and has been serving as the organization’s Agricultural Services team leader. Andrew’s 24-year tenure at MSA includes experience in project management, construction management, farmstead planning, permitting, agricultural infrastructure design, and consultation. He earned bachelor’s degrees in civil engineering and environmental engineering from the University of Wisconsin-Platteville and is a licensed Professional Engineer in Minnesota and Wisconsin. Andy is also a Certified Professional of Erosion and Sediment Control (CPESC).
