In 2015, the City of Oshkosh contracted with MSA to provide a concept for reimagining an underutilized green space at the corner of Washington Avenue and State Street known as William Waters Plaza.

This location holds significant importance as one of the gateways into the River East Neighborhood, but most importantly, it sits across from the historic Oshkosh Public Library designed by the architect William Waters — as reflected in the plaza’s name. MSA assisted the City in first developing several alternative designs, held public outreach meetings, and completed a preferred alternative. The resulting concept laid the groundwork for future phases of the reimagined public green space.

This initial rework phase at William Waters Plaza incorporated new green space and surrounding attributes of the visioning concept. Work commenced in 2018 with the clearing of the site as part of the reconstruction of Washington Avenue. The results were a new open green space with pleasant bordering walkways, seating, tables, and landscaping beds.

MSA’s architectural team then developed the final phase of the project, with the primary anchoring component of the reimagined plaza — the neo-classical gazebo. This feature is iconic. It reinforces the historic district, relates to the design of the historic public library, serves as a gateway feature for the neighborhood, and provides opportunities for city, neighborhood, and library gatherings. The planning and design of this phase started in late 2020 with careful attention to the gazebo form, stone detailing, and complementary use of traditional materials. The process involved feedback from City of Oshkosh staff, the library, and local stakeholders. The resulting architectural design reflects essential community feedback and delivers a special one-of-kind community asset.

Gazebo construction commenced in 2024. The project involved local contractors, masons, and tradespeople — with City staff incorporating final grading, sod, and new plantings beds. The completed and re-imagined William Waters Plaza is a testament to the successful overlap of community engagement, visioning, planning, design, and craftsmanship — a project for all to be proud of. The space was formally dedicated to the community in November 2025 during an event commemorating the 125th anniversary of the Oshkosh Public Library.
