MSA announced today the promotion of five accomplished professionals to the role of team leader within the firm. Each individual brings a strong demonstration of leadership and professionalism to these new positions.

Andrew Inhelder, PE, joined MSA in 2016 and serves as a senior project manager in the firm’s Public Works service line. Based in Cedar Rapids, Iowa, Andrew has over 15 years of experience in project management and engineering design. Andrew serves as city engineer for several communities in the Cedar Rapids area. He specializes in management and design for transportation, municipal utility, and site design projects. Andrew holds a bachelor’s degree in civil engineering from Iowa State University and is a licensed Professional Engineer in Iowa.
Dave Katzner, PE, works from MSA’s Marshfield, Wisconsin, location where he serves as a senior project manager for the firm’s Mobility service line. Dave joined the organization in 2012 and has over 27 years of experience in the design and construction management of transportation projects, including roadways, bridges, roundabouts, and airports — specializing in projects that utilize federal and state funding for WisDOT, county, and municipal projects. Dave earned a bachelor’s degree in civil engineering from the University of Wisconsin-Platteville and is a licensed Professional Engineer in Wisconsin.
Macen Leonardi, PE, joined MSA in 2020 and serves as a plumbing engineer on the firm’s Buildings service line. Based in Milwaukee, Wisconsin, Macen has over five years of experience in the design of plumbing systems, including those for public clients, private entities, and school districts. Macen has a bachelor’s degree in mechanical engineering from the Milwaukee School of Engineering and is a licensed Professional Engineer in the state of Wisconsin. Macen also holds Leadership in Energy and Environmental Design (LEED AP BD+C) credentials from the U.S. Green Building Council.
Bill Pinnow, PE, joined MSA in 2022 and serves as a senior project manager on the firm’s Public Works service line. With over 26 years of experience, Bill’s expertise includes municipal planning, budgeting, construction, and administration of infrastructure, capital improvement, strategic-planning projects and serving as a municipal city engineer and director of public works. Bill earned bachelor’s degrees in civil engineering and reclamation from the University of Wisconsin-Platteville and is a licensed Professional Engineer in Wisconsin.
Jason Snyder, PE, serves as a senior project engineer of Public Works in the firm’s Quad Cities, Iowa, location. He joined MSA in 2024 and has over 28 years of experience in the design, management, and implementation of projects for public and private entities across Illinois and Iowa. He specializes in management and design for municipal public works and site design projects. Jason holds a bachelor’s degree in civil engineering from Bradley University and is a licensed Professional Engineer in Iowa and Illinois.
