Lake Elmo Park Reserve is a 2,165-acre reserve in Washington County, just east of the Minneapolis-St. Paul Metropolitan area. While nearly 80% of the reserve is set aside for environment protection and preservation, the remainder is a popular destination for bicycling, hiking, camping, boating, fishing, picnicking, and other recreational activities.

MSA was asked to provide design services for pavement improvements within the reserve, including 0.7 miles along Keats Avenue North and approximately 4 miles of trail reconstruction, resurfacing, the new trail segment development.
In addition, the project scope involved permitting, utility coordination, erosion control measures, conversion of turn trails to new bituminous surfaces, ADA accessibility enhancements, pavement markings, bidding services, and construction administration support.

Due to funding constraints, construction was divided into multiple packages and carried out over the summers of 2024 and 2025. The project was delivered on a compressed design schedule to meet seasonal construction timelines and funding availability. The result is an upgraded visitor experience that boosts safety, accessibility, and trail resilience for decades to come.
