MSA was selected to lead the CSAH 25 (Century Avenue) pavement preservation project, a strategically important corridor that straddles the border between Washington and Ramsey counties on the eastern side of the Minneapolis-St. Paul Metropolitan Area in Minnesota. The project extends 1.9 miles from Brookview Drive East to South Century Avenue, encompassing portions of the communities of Woodbury and Maplewood.

This 3-inch mill and overlay effort was delivered on a compressed schedule to align with Washington County’s annual pavement preservation program. Despite the tight timeline, MSA successfully navigated a complex web of stakeholders and technical challenges to keep the project on track.
Key Highlights of the project included:
Traffic Control & Public Engagement: Due to the lack of viable detour routes, MSA developed a single-lane phasing traffic control plan that minimized disruption while maintaining safety. We also conducted targeted public engagement to communicate the traffic impacts and gather feedback, ensuring community buy-in and transparency.

Multi-Jurisdictional Coordination: The project required extensive coordination across Washington County and Ramsey County, as well as with MnDOT, which owns the northern segment of the corridor. MSA secured MnDOT approval for the traffic control scheme and worked closely with Metro Transit, Maplewood, Woodbury, Oakdale, and multiple watershed districts to align project goals and minimize conflicts.
Utility Coordination: The corridor is heavily impacted by utilities, including a sanitary sewer main crossing owned by Metropolitan Council Environmental Services (MCES) and Xcel Energy transmission infrastructure. MSA’s design team successfully avoided major utility conflicts, preserving service continuity and reducing construction risk.
Signage & Striping Improvements: In addition to pavement rehabilitation, the project included comprehensive signage upgrades and striping enhancements to improve roadway safety and visibility.
Adjacent & Future Project Coordination: MSA carefully aligned paving limits with adjacent and future projects to ensure continuity and avoid rework, demonstrating foresight and strategic planning.
