Following a devastating storm in the late 1990s, the City of Dubuque authorized a study to help guide future stormwater management efforts. The Drainage Basin Master Plan recommended three projects to eliminate risk from flood damage, one of which was the West 32nd Street Detention Basin. The City hired MSA to prepare detailed design and construction plans for this 90-acre-foot stormwater detention facility to serve approximately 1,200 acres of Dubuque.

MSA’s final design includes numerous innovative features that will protect the City from future flooding. The facility balances function with nature, incorporating native vegetation while providing enough capacity to handle more than 6,000 cubic yards of runoff each year. 

MSA and the City of Dubuque received the Iowa ACEC Chapter 2010 Honor Award for Engineering Excellence in the Special Projects category for this project.
