MSA helped La Porte City complete a comprehensive review of its water system, including management and operations, within the tight schedule required by the Iowa Department of Natural Resources. Following a review of the system, which included a water rate analysis, MSA developed a standard operating procedures manual, a preventative maintenance plan, an emergency response plan and a capital improvements plan. MSA then designed and provided construction services for a new composite elevated tank, upgrades to the radium removal facility, the infrastructure to create a single pressure zone system, and a new deep well. The project team used reverse circulation drilling to construct the well--a first in Iowa.

MSA assisted the Utility in obtaining a $755,000 grant from the Iowa Jobs grant program to help fund the improvements. The remainder of the project was funded with a low interest loan through the State Revolving Fund program. MSA assisted with funding administration throughout the project duration.
