Elkader needed help upgrading its wastewater infrastructure – its sewer utility had experienced multiple issues; the aerated lagoon consistently discharged noncompliant effluent; broken sewer mains were prevalent underneath buildings throughout the City; and lift stations were inoperable due to consistent flooding.

While the City had a number of issues that needed to be addressed immediately, community leaders were only interested in pursuing alternatives that would provide long-term benefits to Elkader.

MSA partnered with the City to conduct a comprehensive evaluation of all solutions. Ultimately, our analysis led the City to select a new Aero-Mod wastewater treatment system that would facilitate compliance with the Iowa DNR’s stringent discharge regulations. The City also adopted a sewer retrofit and repair program, which involved installing new sewer mains and manholes, and upgrading existing lift stations to mitigate future flooding.

In addition to technical project assistance, MSA provided funding expertise. Our experts helped Elkader secure more than $3 million in grant assistance to offset the costs of these wastewater projects.
