Adams County had wanted to build a harbor refuge in Petenwell Lake for decades. The County was finally able to move forward with the project with grant support from the State of Wisconsin. MSA designed the following park improvements: a boat landing with four boat ramps with ADA accessible boarding docks, a 30-dock/60-slip inland harbor of refuge with a small craft beaching area, a boat wash facility, a dockside boat sanitary dump station, a hazardous weather warning beacon, an ADA compliant restroom/shower facility, an office/reception building with game room, auto and trailer parking areas, and the relocating of an existing town road.

MSA also designed the harbor’s new utility systems, which resulted in the installation of more than 2200 feet of piping for pressure sewage and potable water systems. A new high capacity potable water supply and storage system was also completed. A mound system was developed to treat the additional 4,525 gpd of sewerage generated by the expansion.

The park upgrades won an award from the States Organization for Boating Access in 2007.
