The Primera Food facility was constructed in 1914 as a dairy facility. Production ceased in the late 1990s, and the buildings went vacant. Seeing its potential, the owner of Monroe Manor, an assisted-living facility located adjacent to the subject property, contacted the City of Barron about opportunities to develop the property. The City of Barron then turned to MSA to facilitate the brownfield redevelopment and evaluate funding alternatives. 

Demolishing the current buildings required extensive asbestos abatement and the removal of contaminated soil from the site of an underground storage tank. Ultimately, because of this redevelopment, Monroe Manor was able to expand its current facilities by 30,000 square feet. The redevelopment also had a positive impact on the City's tax base and increased the value of the site by about $1.5 million.
