Tax Incremental Financing (TIF):

TIFs help transform communities

What public financing method helps build industrial parks, revitalize downtown areas, eliminate blight, and create mixed-used developments?  The answer is Tax Incremental Financing (TIF). It’s been used as a catalyst for business recruitment, redevelopment, and community improvement projects across the country. MSA is an industry leader in forming and developing diverse TIF Districts, all with the same purpose: to realize  community and economic development or redevelopment.
Communities create or amend TIF Districts to pay for many projects, including the following:

  • Public infrastructure, land acquisition, demolition, utilities, and planning costs, and other improvements including sewer and water expansion and repair, curb and sidewalk improvements, storm drainage, traffic control, and street construction and other  costs
  • Street lighting/streetscaping
  • Site amenities
  • Environmental remediation
  • Bridge construction and repair
  • Parking
  • Developer incentives

MSA also helps communities implement and administer their TIF Districts. These services can include:

  • Design and construction engineering for public improvements
  • Cash flow analysis for specific projects
  • Help with developer agreements
  • Amending TIF Districts
  • Development incentives
  • Annual TIF services
