Twin Cities Set to Thrive in 2040

Every 10 years the Metropolitan Council (Met Council) produces a long-range plan that provides direction for the Minneapolis/St. Paul metro area, which includes the Twin Cities and seven surrounding counties.  Met Council is the state-mandated planning and policy-making group responsible for developing the region’s vision for the next 30 years.

Thrive MSP 2040 was adopted by Met Council in May 2014.  The plan incorporates statutory policy plans in the areas of transportation, water resources, and regional parks.  And, for the first time in 30 years, Met Council has updated the housing policy plan.  The 2040 policy plans are in various forms of draft and current status of each can be found on their website.
 
How does this affect local communities?

The goal of Met Council is to create consistency within the Twin Cities region to achieve efficient, cost-effective infrastructure.  System Statements will be distributed to each community in September of 2015.  As required by the Metropolitan Land Planning Act, a new comprehensive plan from local communities will be due by December 31, 2018.  There are steps local governments can take right now to start preparing.
 
What can local governments do to prepare for Thrive MSP 2040?

Analyze current infrastructure needs.
  • Start by identifying key road and trail improvements needed within the community. 
  • Determine any changes needed to sanitary and stormwater systems. 
  • Examine water distribution systems and earmark areas for improvement.
Discuss budgeting and funding ideas.
  • Bundle grant and loan programs to minimize the impact to utility rates and taxes.
  • Not all funding sources are eligible to all communities.
Review local policy direction.
  • Evaluate current zoning codes and maps.
  • Formulate development concepts.
  • Identify land use issues and changes.
The preparation of a new comprehensive plan may seem daunting, but it doesn’t have to be. It positions your community for growth and expansion.  With the right guidance, a comprehensive plan provides an excellent roadmap for the future of a community.
