Municipal Finance Specialist Joins MSA

Posted on 02/10/2017 10:18 AM

Laura Jones, municipal finance specialist, recently joined MSA's Marshfield office. She will help communities who seek guidance about infrastructure improvement projects that could impact municipal debt. MSA is registered as a Municipal Advisor and Jones will lead this program.
In addition, Jones will assist with grant applications and administration, rate studies and creation of tax increment finance districts.
“My aim in life is to be helpful,” said Jones. “I look forward to working on public projects and helping communities effectively utilize their resources to fund public projects and programs.”
MSA is one of the few consulting firms in Wisconsin registered as a Municipal Advisor. In July 2014, the Securities and Exchange Commission and Municipal Securities Rulemaking Board imposed new requirements to regulate the interaction between outside consultants (e.g. engineers, accountants, attorneys) and municipalities.
Engineers and other consultants may continue to provide information about the project schedule and anticipated funding requirements without needing to be a registered Municipal Advisor. However, a firm that provides advice or recommendations to municipalities on the financing of projects that could lead to debt should be registered as a Municipal Advisor.

As a Municipal Advisor, MSA is able to provide services to our clients throughout the United States.

Jones is interested in public finance and administration. She previously worked at the Marshfield Clinic Research Foundation, Marshfield, as a grant and contract specialist.
Jones earned a master’s degree in public administration and a bachelor’s degree in English, with a minor in Political Science from the University of South Dakota.
